Is the MB on the HP 6300 pro sff proprietary?

SFF OEM builds are almost always proprietary and do not conform to the ATX standard (same with their power supplies). OEMs like HP and Dell have to have the motherboards custom designed and built to fit a certain internal space configuration. Even the motherboard mount screw holes may not line up in a regular aftermarket ATX case, let alone the outlets out the back of the motherboard. And just as well, the power supply connectors may be different on the motherboard as well if you plan on swapping out the PSU. SFF builds have very little upgrade paths and are closer to laptops in limited workable options on upgradibility.
