3080, 3080Ti, and 3090 use the same GPU. Varying in the amount of memory and total active GPU cores/shaders/etc. So what you are seeing is a board designed for the 3090, with the 3080 applied to it. They remove power components as a cost saving measure.

On the Strix, they simply left everything in place and are likely passing those costs on to the consumer.

There is also the original design they may have started before having final hardware to test with. When they got their first retail samples, they may have discovered that they needed less power than predicted, again, part shaving on costs.

Aside from extreme technical reviews, the cards will more or less do what is advertised. If you want the best of the best, maybe watch some...
