Is the OC safe?

Hello, I recently received my new r9 380 and have finally come to a stable overclock that I like. The only worries I have with it is that the gpu is drawing over 1200v at full load and ive heard that going over that is bad for the gpu. The thing is though, the gpu never exceeds a heat of around 80-85 degrees which isnt too bad. So the question is should I dial back the core voltage? or is it fine the way it is?

Try to run heaven benchmark. If you can run the whole test without your system crashing, your OC is perfectly safe

I ran ungine valley 1.0 for around 30 minutes with no artifacting or crashes, should that be fine?

Yes it's good. But if you really want to make sure, run Heaven benchmark too.
