Is the overclock working properly?

Hello, I have been testing my overclock on my gtx 670 MSI Power edition and I do not understand it at all.

I am using MSI after burner and gpu-z to monitor the core speeds, it seems i can overclock the memory fine and it stays at that speed all the time in games, but for the core its a completly different story,

the default is 915mhz 980mhz boost
I have overclocked to 1035 1100 mhz boost.
Power Slider maxed.
Voltage untouched.

The main problem I have is the games seem to be only running mostly at 915mhz like its not using the boost or the overclock atall, then somestimes it will shoot up to 1215mhz occisionally, I am confused and wandering if i have a faulty card? Never seen it run at 1035 or 1100 either, its either 915 or 1215?

I have an it i5 3570k Overclocked
750 watt XFX
8gb 1600

I've noticed that a lot in msi afterburner sometimes the overclocks don't work, I would recommend increasing your voltage by increments of 5% and go maybe even as high as 15% another reason could be the game that you are running like wow or any mmorpg generally will not utilize the whole gpu unless it's some crappy card. Like wow only uses about 70% of my gtx 780's power at the most
