Is an AppointTech 500w power supply enough for Gigabyte GTX-730 2 GB DDDR5 ?

Other spec:

Intel Pentium Core 2 E6660 @ 3,07Ghz
Intel G41 Motherboard
4 gb ddr3 133mhz ram

I wouldn't use that PSU to power a light bulb, much less a discreet graphics card, even if it is a low end model. The fact that it doesn't even have obscure Google results when you search for that model is a VERY bad indicator that it's a way, way, way, way, way off broadway model if you know what I mean. Most likely, it's a tier 5 unit and probably is a unit without protections, which means it's probability of being a fire starter is highly likely as well. There are much better options to be had for a reasonable price, probably not much different than the price of that one. What is your budget?

No. What country are you in and where can you purchase from? I've never even heard of ValueTop, and since reliable PSU brands are pretty much relevant worldwide, that means it's a cheap, low quality off brand. If it was even remotely worthwhile, I would have heard of it. Even then, it wouldn't be acceptable as it's not one of the respectable brands.

No, Cooler Master, Corsair, Thermaltake, EVGA and Antec all have some pretty good models, but they also have very, very bad models on the lower end where the budget units are at. Cooler Master is especially guilty of having terrible units. What country are you in, so I can find you a good unit. I cannot find you a good unit that will be available in your market if I do not know where you are.

I don't usually recommend Corsair budget power supplies, but in this case, for your low demand graphics card, this unit would be perfectly fine.

If however you ever decide to upgrade to a higher end graphics card, then that would not be a good model of power supply to use with anything that is any more demanding than what you currently have. If you want a unit you can upgrade the graphics card with later, and not have to buy another power supply again at that time, then I'd look at this unit:
