Is this power supply good enough to support this system and if not what do you recommend? BTW i have a 700 dollar budget.

You would be cutting it VERY close, but technically it would run it. Definitely look at upgrading the PSU, and also, the RX580's were on sale a few days ago for around 120, but cant quite remember where.
