Is the PSU strong enough?

GPU: XFX R9 280x Double Dissipation 3GB
Motherboard: ASUS M5A78L-M/USB3
CPU: AMD FX-8320 Eight-Core ~3.5GHz
PSU: Termaltake SmartSeries 650w
RAM: Corsair 8GB (4GB + 4GB)
My games and the AMD video driver keeps crashing, BSODs everytime..., I don't know if the problem is the PSU.
