Is the R9 380 a good graphics card?

Hello, I'm building my first pc and I have every part chose but the graphics card, just because I have no clue which card can give me the settings I want.

Here's my pc: http://pcpartpicker.com/p/wQw7jX (with a 1TB hard drive and Optical drive)

*Note, I do not plan of overclocking the graphics card at all.

I have a 720p Vizio T.V. and I want ultra high settings at around 60 FPS.

Sorry if I sound kind of demanding, I usually get 8-20 FPS for the games I play and I want to feel and see what 60 FPS looks at high settings.

Here's the games I play:

-Spintires

-BeamNG.drive

-Black ops 2

- Black ops 3 (when it comes out)

-Need For Speed: Most Wanted

-Battle Field 3

-Battle Field 4

If you can tell me of a better graphics card under $200.00 that would be awesome. I can go up to $210 if needed too.
 
Solution
The 380 will handle maximum settings with ease @ 720p.

Note though that using a tv instead of a monitor for shooting games is going to result in increased lag. So while you'll get highest settings with high fps, it wont be the most fluid experience

Okay great, what about at 1080p? I might get an actual monitor so I don't get that lag you were telling me about.
