Ok the question is a little misleading, New to this forum not sure where to ask. Stick with me.
I love video games but for the entirety of my life i have had a shitty PC. My current PC is:
-4gb of ddr3 ram
-nvidia geforce 210
-intel celeron g1610 2.6ghz dual-core
-ASrock h61m-vg3
Yes, i know it is a pile of crap. I can probably gather up to 300 euros till like the end of this year. Point is i am only looking for a PC that can run any game on 30fps, 720p med settings for at least 2-3 more years. If i replace the graphics card with a better one and add 2-4 gbs of ram will this be enough? Or do i have to get a new cpu as well as a motherboard? Is it just better to build a new pc? Sorry for the bad english.

Solution
I would suggest getting a full 8GB stick as thats the max your DIMM slots can hold. Also get a rx560 as they have about 150 more cores. You could find a cheap i5 on ebay for your 1155 motherboard. Possibly an i5 3570k under 100.
PCPartPicker part list / Price breakdown by merchant

Memory: Crucial - 8GB (1 x 8GB) DDR3-1600 Memory (€26.10 @ Amazon Italia)
Video Card: Sapphire - Radeon RX 560 4GB PULSE Video Card (€126.71 @ Amazon Italia)
Total: €152.81
Prices include shipping, taxes, and discounts when available

MERGED QUESTION
Question from nikola_38 : "Is radeon rx 460 good enough for upcoming games?"

Most likely your not going to get dual channel so just get 8GB stick. Here is another upgrade with the 1050ti. You could find a locked i5 possible under 60 on ebay.

I'm with Elbert - I'd upgrade your CPU to an Sandy or Ivy Bridge i5, upgrade your RAM, then spend your remaining funds on the best graphics card you can afford. As others have noted the RX 560 has more shaders than the RX460 and is clocked a little faster. But if you can get a great deal on a 460, it might be worth considering.

If you already have a single 4gb stick of RAM, then you can add a 2nd 4GB stick. Memory compatibility can get a little tricky though. It's preferable to get an identical stick of RAM (same specs, same manufacturer) if possible to ensure dual channel functionality. To get the manufacturer and model number of your RAM you'll have to open your case and take a look. A utility like CPU-Z might give you those details, too, but sometimes the RAM tab is missing important info.

Get a Sandy Bridge i5, like an i5 2400.

If you have two 2gb sticks of ram, add one more of 4gb. You'll have 8gb total, but no dual channel memory mode. That's the cheapest way to go. If you only have two memory slots and both are filled, add one stick of 8gb and remove the leftover 2gb stick. If you want dual channel, add two sticks of 4gb and remove both 2gb sticks.

Lastly, upgrade the videocard. An RX 460 2gb will be enough for gaming with any game at 720p.

"Any game" is the key requirement here. You will need a quad core CPU and minimum 8gb system ram to play 'any' game. Your Celeron is not even close to allowing you to play any game. A Celeron/460/4gb system ram WILL play some games, but not any game.

I decided on just upgrading my PC with a new graphics card, more ram and a processor. All i need is a place to buy my processor probably 3570k. Really low on money so going to go with the rx 460, I mean i have to buy some games for it as well.
Edit:
Which of the i5- 3000 do you recommend though?

An i5-2400 will be a huge improvement over your Celeron, and should be able play the vast majority of games (there are a few CPU heavy games that may have issues.)

Dual channel is a memory technology that allows RAM to run at double it's rated speed. It requires two identical sticks of RAM to function though. In practice though, speeding up your memory doesn't translate to noticeably faster framerates (unless you're using integrated graphics - and you're not.)

How old is that PC? PSU model/wattage? Is the case sufficient in your view (cooling; space for GPU and for cooler of CPU)?

rx560/460 are modern day GPUs, they'd last years in less than demanding gaming. I've been still using Radeon HD6850 which is 7 years old and wasn't the hottest stuff on the market when I got it. Then again I don't play much FPS and now I'm into ARMA3 which is 4 years old.

You may find more success with older games that still have a strong community / good support. But hardware just lasts way much longer these days than it used to 15-20 years ago. Something to do with people no longer buying desktops and game developers being conservative with specs and so on.

Your CPU is ancient I wouldn't use it for anything... but seriously, are there games that even need 4 GB of RAM? My browser needs at least 8 GB but with games I haven't seen big memory consumption.

Check ebay for one 3.3Ghz or higher.

Just bought my asus gtx 1050 for 115 euros. Was going to get myself a GTX 1050 ti for 25 euros more, but just did not have the money at the moment. Going to be getting my ram in a few weeks. And soon after I will think about my motherboard problem. Still not sure if the i5 3000 series are good enough. Thank you for everyone's help. Really helped a newbie like me out!

Nicola. Trash all Intel options. Get Ryzen 2400g. 4 cores 8 threads. Unlockable COU with integrated graphics that can handle any game 1080 from
Medium to low settings. The graphic capabilities can be unlocked too from 1100mhz to 1500mhz. Since you’re on budget, probably you don’t have or you can’t afford a 1080p 1ms 144hz monitor. So that processor will run over 60fps even
the latest ones on a 900p or 720p monitor. Plus from am4 motherboards you get HDMI port, USB 3.1 ports, crossfire and many more. CPU 169$, mobo gigabyte b350 65$. 8gb ram 100$, a nice case around 40$ a 80+ EVGA W430 PSU around 35. Use your old hdd but if you could afford at least 60gb of ssd it will boost your PC performance noticeably. It will cost around 400$ but it’s the best bang for the buck and it’s futureproof for a long period. This is the cheapest build I can give to you. There are cheaper options? Yes. But I don’t recommend those. This is the most cost saving, more solid and most wise build.
