Is the RAM Upgradeable?

I am looking at purchasing the HP 15-g020dx laptop, and I was wondering if the RAM can be upgraded from 4GB to 8GB

Yes. Though, if you have an AMD model, you have to buy a single 8 GB stick. Also, I recommend buying all new RAM anyway. Mixing RAM kits is a bad idea.

As a side note, why do you need 8 GB of RAM?

Well, you won't really need it for gaming, and unless you use over 4 GB of RAM, you won't see any benefits. I'm not trying to talk you out of it, but rather I don't want you to make and unnecessary purchase.

Also, is the Windows that comes preinstalled on the laptop 64-bit?

Yes, it is the 64bit version.

Well, you can certainly upgrade the RAM to 8 GB. Just make sure you purchase the correct type of RAM.
