Is the Ryzen 3 1300X good for streaming with an Elgato?

I really want to start streaming, but I want to buy a PC for only streaming... I play my games on xbox and therefore I use an Elgato HD60. I want this to be a really cheap built and I don't have to game on it. I have also looked at a Ryzen 5 but those are a more expensive. I want to stream in 60FPS, possibly 900P or 720P if a Ryzen 3 is not capable of using that high quality, and also 6000 bitrate. Can someone explain to me if I can use the Ryzen 3 for only streaming.

Also what kind of GPU should I choose for only streaming?

This is the link to the PC, I saw that this motherboard has an Onboard Video, will that be alright for streaming, is that not a GPU?

Thank you!

Solution
This is the best for Elgato HD60 streaming for your console. You just need a good CPU and a low-end GPU for h.264 encoding. If you try to game on this PC please don't, it just screams bottleneck.

Great streaming PC. Around $700 and will run for a long time. If you want a Ryzen 3 CPU, don't get the 1300X. Instead, get the 2200g and overclock it with the stock cooler.
EDIT: This build is for 1080p 60fps streaming on high quality with 6000 bitrate.

Motherboard with onboard video never exists. It means that it supports a CPU with intergrated graphics, which in this case, Ryzen, are only 2 CPUs. The Ryzen 3 2200g and the ryzen 5 2400g.
DONT MIND WHAT I SAID BELOW! I THOUGHT YOU WERE DOING PC STREAMING BEFORE I SAID THIS
You need atleast a GTX 1060 3GB or RX 570 4GB to stream properly at 60 fps 1080p imo.

This is the best streaming PC for 60 fps 720p high quality at 6000 bitrate. You should update the BIOS for the motherboard as this is a 2nd gen cpu on a 1st gen mobo. IMO you're better off spending the extra 100$ on the previous build for 1080p as it will run longer and is better in multiple departments. But if you can't spend more, you're better off with this
