Hi there 😀

Yeah, stock cooler will be fine if you're not for overclocking. And, Intel will not put anything on the CPU box that is totally unusable hehehe unless it's factory defective :) .But, because it is a stock cooler, so do not expect the highest and surprising performance from it.
If you want to have a better performance with the stock cooler, go and buy an aftermarket thermal paste.
But if you want your PC to become quieter and keeps your CPU cooling at a high performance. And also if are planning to overclock at the future, you can go buy an aftermarket cooler

Hope it helps 😀
It's fine the way it comes if you are not overclocking. No need for aftermarket thermal paste either. Yes something like Arctic Silver would be better, but it's not necessary.

Do you really think Intel would sent out a sub par heatsink for a CPU they have to warranty?

I'm using a EVO212 on my OC 4690K, for the price it's hard to beat. However if you don't like the H55 install, I doubt you'll find the EVO212 much easier. (Granted I've never used the H55, but I did have a H80i, and I don't remember anything that bad about it, until it dumped coolant everywhere that is)

The stock cooler is perfectly adequate at stock speeds. Keep in mind that the stock cooler is the ONLY cooler that is supported under warranty. I don't think Intel would put it in the box and offer a warranty if it didn't do it's job.
