i want to replace my RX 580 4GB with a GTX 1070 Ti 8Gb, is it worth it upgrade?

16 GB RAM
600 watt psu

Yes, quite the step up.

1070Ti is almost a 1080, RX580 4GB is closer to a GTX1060 in performance. A little variation based on the title/game engine, but more or less the case.
