Is the VisionTek Radeon 4350 slowing me down??

My needs are pretty basic, my big question/concern is with my current GPU...With the below specs, am I slowing my performance down at all by using the Visiontek Radeon 4350??? Link:

If it's slowing me down and you have a recommendation - my budget is in the $50 - $80 range....unless my budget is what's limiting me/slowing down my PC - then say that

GPU USAGE : Very little gaming, mostly internet and DAW's/recording software

CURRENT GPU AND POWER SUPPLY: Visiontek Radeon 4350
PSU: Corsair 650HX

OTHER RELEVANT SYSTEM SPECS: i5-2500 / Asus p8p67 LE / 8 GB RAM / Rosewill Blackhawk Case (highly recommend this case)

OVERCLOCKING: NO

MONITOR RESOLUTION: Getting a new monitor soon/still running on a 10 year old dell, looking at running 1680 x 1050 on the new one ??

Performance in what? Gaming? What games?

If you mean is it slowing down your cpu performance, then no, a slow gpu does not effect cpu performance.

That's an extremely low end video card, about as low as you can get.

If you get a new monitor, look for one thats 1920x1080, that's the newer standard even for a 22". Where as my older 20" is 1680x1050.

Also keep in mind though, for gaming, the higher resolution you run, the beefier your gpu needs to be.

Your power supply is good for just about any gpu upgrade you want.

$50-80 is not going to buy any gpu for gaming even at 1680x1050, let alone 1920x1080. You would want something at LEAST in the $150+ range for gaming.

Sorry if that was vague, I am new at this whole thing - this was my first build.
I just mean the overall perfromance of my PC - I don't even understand how or if a GPU can even affect a systems overall speed ....speed with things like watching streaming videos on-line; loading web pages; recording music with my DAW (I don't think this would be affected by a GPU, but again - I don't know)...
