Question Is the Xeon E5 2650 V4 the best Xeon that can be purchased cheap used ?

You can easily find a 24 thread Xeon E5 2650 V4 on ebay, aliexpress etc... but it's a CPU from 2016.

It can be purchased for around 10 euros.

Can newer Xeons be purchased used at a very good price or is the E5 2650 V4 the best option?

"Best" for what? The 2650v4 has fairly low clock speed.

CPU by itself means nothing unless you build whole system around it. Do you have anything else, MB, RAM etc ? Building a system for it may cost many times more than CPU.

For programming, video editing, gaming, etc...

The main cause of this is that you can purchase that xeon with 12 cores and 24 threads for 6 € and if you purchase it with a motherboard it is only 60 €

I'm trying to find if there is a better xeon for those prices because that one is from 2016.

For anything "gaming" you need the highest clock speed. That means no more than 8 cores -- the 2667v4 for example.
