They use different settings and different codecs,they don't downscale the video the moment you push the button, they have the video in 1080p and show you that.

but why is that video worse quality than your monitor's downscaling of their 4k video? Why isn't their 4k video and 1080p video the same quality since both are downscaled version from 4k to 1080p?

There are multiple considerations in how utube delivers a video to you.
It is not a straight up or downscale thing.

Also, it may change up or down during the video.
