[SOLVED] is there a bottelneck with i5 9400 and gtx 1660 ti?

Hello ..... my friend has i5 9400 and gtx 1660 ti and when he play fortnite on low settings the GPU usage become under 65% and cpu usage become over 80% usage. what is the problem because when we watch a fortnite benchmark on low settings every thing is normal GPU usage over 85 % so is there a problem with i5 9400

Bottleneck calculators are junk science.

There is no such thing as "bottlenecking"
If, by that, you mean that upgrading a cpu or graphics card can
somehow lower your performance or FPS.
A better term might be limiting factor.
That is where adding more cpu or gpu becomes increasingly
less effective.

Some games are graphics centric, mainly fast action shooters.
Games like sims, strategy and mmo tend to be more cpu core speed sensitive.

In theory, a 65% average utilization of any resource is best for the best performance. The lower the better.
You want the resource to be available when you need it.

My guess is that the pc is well balanced.
Here is a simple test:
Run YOUR games, but lower your resolution and eye candy.

When he plays at low settings it'll stress the CPU more other than the GPU so your gpu will not be utilized to its fullest potential thus creating a bottleneck. Crank up the resolution in settings and you may even see a performance boost since your gpu will get to 99% utilization.

His monitor can run 1080p res only
But that means That he has a bottleneck
The i5 9400 should not bottleneck the 1660Ti at all.
Has he updated his drivers or wiped his old drivers with ddu?

What psu does he have? manifactuer, model and age.
Is the GPU on the upper pcie slot on the motherboard?

EDIT: Have you checked that there is no fps limiter applied?

No this cpu and gpu combo works fine but if u need more info :according to bottleneck calculator : Graphic card and processor will work great together Intel Core i5-9400 (Clock speed at 100%) with NVIDIA GeForce GTX 1660 Ti (Clock speed at 100%) x1 will produce only 3.32% of bottleneck.

Note that bottleneck calculators are bs and should not be trusted when it comes to a bottleneck.

This makes the graphics card loaf a bit.
If your FPS increases, it indicates that your cpu is strong enough to drive a better graphics configuration.
If your FPS stays the same, you are likely more cpu limited.

i think they probably aim for fastest FPS on low setting. hence they were not satisfied to see when GPU utilization is not to nearing it's fullest. most people only thinking bottleneck from hardware perspective. but it probably not that simple.
