Your build is fairly balanced for an entry-level rig. Your monitor is light years ahead of your build. For 1080p 144Hz gaming a 4690K along with a 1070 will balance the scales.

Yes, that's expensive. You asked.

I don't see your RAM. Looking at the PC components it looks like 8GB. No matter what you upgrade next the other will be at a significant disadvantage so you have the luxury of upgrading anything you want. Upgrade to a 1060 if you want. Maybe a 4590. Your next upgrade will make your PC either GPU or CPU heavy.

Of course you are welcome to upgrade if it's less expensive. The 45,46 and 4790 are all still just fine with today's games.

The 1070 will be held back by the 1300x.

There will always be a bottleneck in every gaming system,. Otherwise unlimited performance would be obtained.

You can answer you question better than anyone else. Decrease your resolution in-game, temporarily. If your framerate increases, your GPU was the limiting factor. If your framerate doesn't really increase, either your CPU is the limiting factor or a software is.

Only worry about bottlenecking if you aren't reveiving your desired framerate.
