Is there a bottleneck issue here?

Hi everyone, i have just finished building a gaming pc but i am experiencing some pretty bad lag in bf4 these are my specs:

Gpu: Gtx 750TI OC 2GB
Cpu: Amd x2 370k
Ram: 4gb
Mobo: Msi a78m-e45
Hard drive: Western digital caviar blue 250gb 7200rpm
Psu: evga 430w
Os: WIN 8.1 64BIT
Wireless adapter: Asus PCE-N53 802.11a/b/g/n PCI-Express x1 Wi-Fi Adapter.

I get and average of 30-40 fps in maps like paracel storm and golmud railways but on seige of shangai it drops down to 15-20 with massive lag spikes.

Any suggestions on if there is a bottleneck from the cpu and any fps inproving tips.

Not at max, but the 750 Ti should do fine at medium for that resolution.

His CPU is definitely holding him back. He really needs to upgrade. The jump from an X2 370k to an X4 860k is about as big as a jump from a core 2 duo E6700 to a Core i5 3220T.

Another comparison, I had a Phenom II X3 710, which is one tier higher than his current CPU, and I went to an FX-8320, which is also one tier higher than the 860K, and the difference being huge is an understatement. I thought my graphics card needed replacing, but it was my CPU holding me back. Where I got 25-30 fps before suddenly became 50-60 fps. My HD6850 can hold its own for now, and so should his...
Okay then i will look into that, any ideas on improving fps with my current rig until i get hold of an 860k??
I have already tried the usual update drivers and run on the lowest settings thing.
