Is there a codec that compresses more than H265? Are H265 and H265+ the same codec or different? I have a collection of videos shot with a camera in H264 format. Is it worth converting them to H265 format?
Are the original videos on YouTube or Rumble and other sites in H264 format. Is it possible to directly download movies in H265 format from these sites or do they have to be downloaded in H264 and I need to set the automatic conversion to H265 format in the downloader? Why the most popular format is H264 instead of H265 to waste disk space or servers of YouTube, Rumble and others unnecessarily?
On the udud of new TV decoders for receiving TV from the antenna, it says H265, does it mean that the TV also has a broadcast codec?

They're different codecs. However looking at information on H.265+ leads me to believe it's only useful in surveillance use cases because everyone seems to point to this use case.

If your aim is lowering how much space they use, then I don't think it's worth it. Storage space is cheap.

YouTube uses VP9, which is an H.264 competitor. Not sure what Rumble uses. But otherwise unless they offer it in H.265 to begin with, you won't be able to download them as H.265.

Because storage space is cheap and H.264 is a universal format at this point, so almost anything that can play videos these days will support H.264. H.265 should be getting there though. Also as mentioned, Google is switching to AV1 anyway for YouTube because AV1 (and VP9) is an open, royalty free video codec.

Yes, because TV broadcasting switched to digital video in the mid 2000s. They use the same codecs as anyone else, it's just the transmission method is different.

It takes a very long time to convert video to H265 on the CPU itself. Are there any free online converters to send movies to some data cloud and give a link to the online converter to this cloud so that the converter works on a similar principle to Gerorce Now so that some server provides its computing power for free conversion of movies?
 
GPU encoding doesn't produce the best quality for a given bitrate. Also in your case, your GPU doesn't support H.265 encoding.

You're not going to find anyone who's going to do this for free unless they're heavily restrictive about the output (like 480p, 10 minutes, garbo bitrate, etc).

What is your goal? If your goal is to save as much space as possible, fine, but what's your situation? Do you only have something like a 1TB drive an you're trying to stuff everything you ever want plus more into it?

Unless hard drives are more expensive than a moped where you live, just get another hard drive.

When there is an image in BMP format and it is changed to JPG format, it is much smaller in size but then there are some small dots that deteriorate the quality of the image but when it is changed to PNG format, it is of identical quality and much smaller in size, why is the jpg format the most common used for photos instead of png same mp3 format is lossy. Ah, yes - but should mention "average bitrate" as it won't be evenly distributed over the lapse of the video.

That said, I prefer using constant quality rate when archiving video records despite not knowing the resulting file size when the encoding are complete.

Second point here - As a direct interpretation of OP's question "Is there a codec that compresses more than H265?". This is a hard question because it's somewhat unclear what the end goal is:
  • Any decent encoders for H265 alow the user to adjust quaity vs. file size. Why not simply adjust quality factor (higher means lower quality and smaller files) or bitrate in existing format?
  • As previously mention - the question doesn't mention any other relevant factors such as (is this important for OP?):
    • How well are that new fancy format supported by various video players, tv's and similar units in todays market.
    • Better quality, but at what cost? Is it a good solution if there comes around a new format that offers say 5% size reduction at similar amount of graphical information (if it exist some standard for actually measuring this, please let me know) - but takes four times to complete the encoding and thus four times more energy. Already in todays encoding software (take Avidemux/Handbrake for example) - here is possible to set a a preset of the encoding, where "ultrafast" is quick but also produce less good quality for same bit rate, and there is an "ultra slow" setting that take very long time to encode, but also gives the best result. So maybe the solution for OP is not a new video format after all ?
 
I interpret OP's requirements as trying to find something that retains more or less the same quality but consumes a lot less storage space.

My argument is unless OP lives in a place where the gigabytes per dollar figure (or equivalent) is approaching mid 2000s pricing, to just buy more storage space if they're running out. There's no point in spending the time and energy converting what I presume are hundreds of hours of video just to maximize storage space usage.

When recording a movie with the Roadrunner 505 Prestigio camera, there are 3 resolutions to choose from 1920x1080, 1440x1080, 1280x720, is it better to choose the highest one or the lower one 1440x1080 or the lowest 1280x720?
The maximum FPS at normal or medium resolution is 30 but at the highest resolution of 1920x1080 it is 25.
What is more important higher resolution or higher fps?
Which is better to choose the quality in the settings of this camera now I'm only writing about the settings in the camera options or low quality or medium quality or the highest quality and this setting is separate independent of the choice of resolution?

Is it worth buying a 4K or 8K monitor these days? I don't need so many pixels for games and I use a 10-year-old graphics card anyway, but if I used such a monitor to edit photos in Abode Photoshop or Adobe Premiere to edit movies, would the program's interface be readable in such a resolution?

More compression won't "save" enough drive space to really matter.

Again...is this a dashcam? (it appears to be)
How much of that are you saving?

I don't have a car, I just found such a camera in a dumpster, I'm poor, I couldn't afford a new one. I would like to use the camera to record nature to watch in the winter and a new highway is building where I live,I make films to send them to my cousins who lives abroad because they want to know what is happening in my village out of curiosity.
