Question Is there a Duplicate Video Finder that actually works ?

I have tried a handful of duplicate finding utilities on windooz and none of them do much more than compare the exact filename, even if they claim to understand video files. They are completely useless to actually identify two video files with the same contents but may have slightly different names (ex "A_Video 1080p" vs "A_Video 720p").

Synology has this built into their video catalog system (DS Video) and it is clearly using the meta data. The problem is that there is no version to easily delete duplicates--you have to play each video which then presents you with all the different versions on disk.

Has anybody seen a Duplicate Video Finder with some knowledge of content that can can find duplicates?

Although I understand (or think that I understand) what is meant by content more detail is needed.

What sort of content differences are to be used to determine what files are selected as potential duplicates?

For example: search all the video files that show a red car? A certain person? Background music? Identical meta data?

When you play the video files what criteria do you use to identify and then select and delete the duplicates?

What I am searching for is a way to manage media files. What that usually means is that over time you can end up with duplicate copies of the same movie (to use the simple example). In my case I watch mostly on a tablet so 720 vs 1080 is not that interesting.
