Is there a GPU version of "Maximum Processor State" in the power settings?

I went to my Power Options and set my CPU's "Maximum Processor State" to 99% instead of the full 100% so it would stop overheating. But I am wondering if there is a GPU version of this so my GPU would run at 99% maximum so I wont get lag/FPS spikes.

If your overheating at 100% cpu, then I doubt thats your problem to be honest.

However, in nvidia control panel you can set the power option to a lower power mode, or use something like MSI afterburner to lower the power target.
