is there a major difference between 8gb of ddr3 ram at 1333mhz and 8gb ram ddr3 1600mhz

The simple answer is yes. The 1600MHz memory will run at 267MHz faster than the 1333MHz memory, however, that's not always the case. There are bound to be some very high end 1333MHz memory that will run faster than 1600MHz memory or more stable. The speed difference will not be very noticable when running windows, however, in games, the higher speed memory will increase your framerates, albeit by VERY little.
 
yes you should have gotten 2x4gb sticks because then you would be running in dual-channel. which is a pretty good increase in performance for the same cost. you always want to run 2 matching sticks for mainstream dual-channel memory. and 4 matching sticks for quad-channel "enthusiast" platforms which run the intel core i7 3960x, 4960x, 4930k, 5960x, etc.....
