[SOLVED] Is there a reason only one of my CPUs is running idle between 40-60%?

I was checking my temps on HWMonitor because I like to keep things in check every once in a while, and I noticed my temps were a little higher than usual, since I use water cooling. I also noticed that only CPU #8 is running at 40-60% on idle, which I'm not sure if that's normal or not. Any advice? I've also had this pc for about 2 years, and water cooler is only a little over a year old.

My build is:
Ryzen 1600x
GTX 1050 ti
Corsair Hydro Series H100i PRO
MSI Gaming Pro Carbon b350
16 gb ram

Truly "idle", no.

However, from the screenshot you have Discord & HWMonitor running, and will have background tasks running too - so it's not too surprising.

What does TaskManager show? Anything using a decent chunk of CPU resources (6-7%)?

Close everything you can, leaving only HWMonitor up.... How does it look then?

Even with that, you shouldn't see a noticeable difference in temperatures with a single core under a significant load, but a single core at ~80% is a little odd.

Wallpaper engine is using about 7.8%. Here's HW Monitor after closing everything:

The usage dropped down to 6% I see, but it's weird that it was being used that much over such a little program. The wallpaper wasn't even that graphics heavy.

Given the minimum requirements are a 1.66GHz i5 + 1GB of RAM, and recommends a 2GHz i7 + 2GB, it doesn't sound like the demands of said application are insignificant, and likely the underlying cause.
