Laptop Specs Here
In short I intend to try use an external dock (which has 2 HDMI 2.0 ports) which I intend to connect to 2 external monitors (1 monitor connected to my UHD 630 card and the other handled by my 2070MQ).
I am however not sure how well Thunderbolt 3 would handle it as I am not sure if that port would've been "Intel Certified" for 40Gbps to handle the data for 2 monitors at once (I intend for a Intel Certified Cable to the dock which is rated at (Unknown))
I'll likely also use the dock as I suspect the USB ports on my laptop at either: USB 2.0 or 3.1 Gen1

Planned Dock -> Laptop Cable Here (plan to get 2 - 1 for Dock and one for Monitor connection)

nope

thats not possible, 2070MQ does not have any video outputs, all your monitors will run through UHD630, which will impose some max resolution limits

i believe UHD630 can run just three displays,
integrated eDP panel on your laptop + two external monitors

thunderbolt has separate data and displayport
DP is limited on UHD630 to 4k @ 60Hz

running two external 1080p 144Hz monitors should fit DP 1.4 bandwith just fine
but
thats not thunderbolt3 dock, its very possible that this dock wont work with your laptop the way you want it to
