I cannot believe how difficult it has become to watch a godforsaken DVD on your computer in 2018.. I have always used VLC player in the past, but I read it has potential security risks.Microsoft offers a $15 half functioning player that has a majority 1 star reviews....

Any recommendations? I don't mind paying up to $20 or so for some clean working software that will work.

Solution
The vulnerabilities found were in VLC versions 3.0.1 and below. I suggest you upgrade to the latest version.
There are vulnerabilities pretty much on every software tittle, starting from Windows.
The vulnerabilities found won't be exploited by just playing DVDs.
Roxio will be the cheapest but a little bit over your budget
