Is there a solution on CPU Bottlenecking the GPU?

I was playing Chivalry: Medieval Warfare and I had terrible performance even on lowerst graphics possible. While I took a hint on how to test the game if your CPU is bottlenecking your GPU, was Using Riva Tuner's OSD overlay to determine the usage of my RAM and CPU. I used Fraps Seperately because for some reason riva tuner was displaying 6 digits when fraps does usually like, Two.

So In-game CPU usage was about 72-90% on different cores. My CPU is a Quad core @2.4GHz Intel Q6600, which I believe its "okay" for this Gen of Gaming, it satisfies me.

So I would like to year the possible solution. what should i do?

OS: Windows 7 Ultimate 64bit

HDD: 500GB Western Digital 7.200 RPM 16MB Cache

RAM: Muskin 800Mhz 4x2GB (8GB)

CPU: Intel Core 2 Quad q6600 @ 2.4Ghz LGA775

GFX: Nvidia GTX 650 Ti GDDR5 OC @ (5400 Mhz vRAM -> 6000Mhz) (927 CORE -> 1125MHZ)

Mobo: GIGABYTE n650SLI

The game based on the Unreal engine, which from what I heard it has terrible optimization. Other games with decent settings have smooth gameplay. Like CS:GO on max settings, sometimes causes me little spikes but its smooth 60FPS with Tripple buffered vSync.

Last time I tried I had random freezing when oppening applications. It was overclocked 300MHZ more. from 2.4ghz to 2.7ghz

If you are talking about my GPU It does run well on any game, and does have a difference on Performance.
I think the chipset voltage is dynamic, it feeds the GPU depends on the usage.

Seems overclocking my CPU Fixed the Bottlenecking on most games, I just need to get a decent cooling system for the LGA 775.
q6600 may be an old Gpu, but lucky for me you can make insane overclocking with it.

I currently run it on 3.24GHz, from 2.4Ghz stock. It eliminated all of the bottlenecking in Dota 2. I did a stress GPU test I could reach it on 84c max on a 5 Minute Stress test. Thank you everyone who helped me But I did find the solution myself.
