Is there a way to Change V-Sync's fps?

Ok so what i mean is my monitor is old and can only run at 60FPS V-Sync Is there a way to tell my pc to set max FPS for V-Sync to 70 or more i know it won't look better but i hear it runs smoother and i would play without V sync but i really hate screen tearing.
 
Solution
You can do that, but you can't use V-Sync to do it. You'll need an artificial frame limiter from a GPU overclocking utility.

Download either MSI Afterburner or EVGA Precision X (XOC if you use pascal), then look for the frame limiter, and set it to a max of 70fps. Then in game, turn off V-sync.

The problem is you will get tearing if you use a FPS limiter, and you can't go past your refresh rate and use V-sync. If you have an Nvidia card, Fast sync allows this, but that's the only sync type I know of that does. You'll still only see as many frames as your refresh rate, but it'll allow for more frames to be rendered, and many of the extra frames never are displayed.
