Is there a way to move a windows activation key from one computer to another?

I am building a new computer but i don't want to have to buy a new widows 7 OS but i have an old windows 7 laptop that I never use and is just sitting in my desk for about 3 years now. and is there a way to unregister that computer so i can use that product key?

From a laptop? Was this preinstalled on the laptop? If so, no, you can't do that.

Sell the laptop for $100. Use that to buy a new OS for the new system.
