Is there a way to move games from steam from one pc to the other?

Ok so first off the new gaming pc i have has no internet (I forgot to tell the people i payed to install the new parts i wanted the wifi card) but the other does so most of my good games are on a low end system but my high end system does not have the games so i wanted to know if it's ok to move files with a USB and will that make it so i don't need the internet to download my game?

I have never seen a way to so this, i could be wrong but i do not believe it is possible. Does your motherboard on the new pc have an ethernet port?

Steam let's you move files from one pc to another but you still have to go through the install process which requires an internet connection, it verifies the files you have copied across.
