Is there a way to program UEFI Bios and add my own menus to them ?

Example : I want to set up a boot option that forces a harddisk selection for booting without the need to press any F keys while booting. This hardware OS selection is way more stable and error free from making a software OS boot selection that can be corrupted easy and hard to add new systems to the boot menu.

and I want to change the background of the Bios and boot system and maybe add a 3D logo my own logo at bios start up.

is there any utility to do this ? and if not , what is the best way to program Bios from scratch ?

The short answer No.

The long answer, no. There is no such utility. And programming a BIOS requires a deep knowledge of the hardware, machine code, etc. Things that if you are asking such a question here you do not have access to.
