Is there a way to speed up the internet connection?

Well as expected, Philippines has the most expensive internet charges and by paying about $26 or P1300 for a 3 Mbps internet, the Ping is still that high about 112 and spikes to 144 during a game in DOTA 2. Is there a life hack or something to alleviate this madness? We have been trying to contact the ISP but they are not doing anything
