I have a pretty good CPU and a pretty average GPU. When I play games (Specifically heavily modded Skyrim) GPU usage is around 80-100% and my CPU usage is steady at 20%. So, is there a way to utilize more of my CPU and possibly cut my graphics card some slack?

Heres my specs:

Intel® Core™ i7 5820K Processor (6x 3.30GHz/15MB L3 Cache)
16 GB [8 GB x2] DDR4-2133 Memory Module
NVIDIA GeForce GTX 760 - 2GB - EVGA Superclocked

Solution
Your CPU and RAM are both way over spec for gaming with a single midrange GPU. So it will be 100% normal to see GPU max before CPU.

Good news is i7 scales well in multi-GPU setups. You could add a 2nd matching GTX 760 in SLI. Or you could upgrade your GPU to a 970 or 980. That will give you a better balance between CPU and GPU usage.
turning down res and settings will take some load off the GPU, but propably won't up your CPU usage. It's software determined weather a game is GPU hungry or will it make better use of a CPU, if it'll utilise all cores or use more or less RAM etc. U normally can't force it to use more this and less that.
