IS THERE AN EZ TEST 4 PSU

I just built a system I have no OS. yet but I tried to power up and nothing happened except a blue led on my mobo which looks like initials "stnby"and the front power light is on,no fans not even the one on the PSU.I have no voltage tester, is there a way to test the psu ..I mean should'nt the fan at least come on?E6600,evga nf63 680se sli,coolermaster 500,2gb patriot pc6400. Thanks

Ok.my psu fan came on and the case fan I had plugged in came on.My mobo has a 8 pin cpu plug and my psu has only a 4 pin but it says you can use a 4 pin cpu plug on the mobo manual.Could that be the problem?
