Is there an overclocking difference if a mobo has a better heatsink?

ASUS Prime B350M-A/CSM

this mobo has a very small one.

MSI B350M GAMING PRO

this mobo has a big one.

Is there gonna be an overclock difference?

I want to overclock a Ryzen 5 1600 at 4.0 GHz maximum. Maybe 3.9 GHz.

What sucks is that some mobos have 1 chassis fan header which is dumb.

No. The different motherboard with the same chipsets makes little to no overclocking differences. Choose which ever one has the features your want or looks better.
