Is there any way to change scaling in Ubuntu?

I'm a cs player and by that I want to change from mainting aspect ratio or vice versa. Now, in windows you just go to amd/nvidia settings and change it there. But how do you do it in Linux (ubuntu)?

What i mean is that i either want it to be stretched or have blacks bars on the side
