Is there any way to increase wifi adapter's speed?

I got a TP-LINK WN821N 300Mbps adapter, but max download speed only reached 3mb/s.

When I use mobile phone, max download speed is like 6mb/s even when the distance is the same.

Why is that happening? And is there a way to increase its speed? Router is not too far away, really.

From you to WIFI router, 300 mbit possible. From WIFI router to Internet (whre you are getting your stuff), how much bandwidth you paid for?
