I can see a 2.5in hard disk drive sitting on top of the power supply (PCB uppermost). It appears to have a SATA power cable connected (difficult to see) but I've no idea if a SATA data cable is connected too.

Yes, there is something missing that might prevent the PC from starting. A good clean!!! That's some grubby stuff there. Get a good aul can of compressed air, and blasty that PC out of it. Get rid of all the dust. Take out each individual part and give it a good dusting too.

An unattached HDD is not a good idea. They have moving parts which vibrate. It's possibly fried.
