Question Is there anything wrong with my GPU

I've been experiencing frame drops on YouTube videos like when i switch tabs it drops my frames in stats for nerds. My GPU(GT1030) should be able to handle even 4k videos at 60fps but then why does YouTube drop in frames?
I checked my task manager while running a video and it said GPU 0-3D and sometimes GPU 0- video decode what does this mean can anyone help me with this issue.
I even tried reinstalling windows and it didn't fix anything, i recently upgraded my entire PC expect the GPU so i suspect that the GPU is the culprit.

No even in 720p 60fps it drops frames like when you minimize and open YouTube while playing a video and in stats for nerds it says it dropped frames, even you don't switch tabs it still drops frames randomly.
