[SOLVED] Is there anyway to unlock bios options?

So, I brought an i5 2400 and a GA-H61M-S1 (rev. 2.2), and the CPU is performing the same and in some cases worse in games as my i3 530.... So I went into the bios and see what I could change but most of the things are just not changeable and others are not even selectable. Is this normal? or is there something I have to do to unlock them?

rest of my specs
i5 2400
GA-H61M-S1 (rev. 2.2)
RX 580 4gb
550w 80+ Bronze Cooler Master psu
8gb DDR3 2x4
240gb Kingston ssd
1tb wd hdd

If you have any suggestions on how to solve my problem of my i5 performing worse than the first ever i3 tell me because I cant figure it out for the life of me

Clean install Win 10
Install new motherboard drivers
Update bios
