I can only guess it's because they didn't think it was a viable option because the ranges of cards they had were enough and there was no need to bridge the gap between 770 and 780.

There originally was going to be, it was going to be their cheapest 3GB 384-Bit graphics card but they scrapped it, as they released the GTX 780Ti and cut costs of the GTX 780 instead.
