Is there price fixing on Nvidia cards? (Canada specific)

Just wondering if anyone else in Canada has noticed that new and even refurbished cards all seem to have a price floor regardless of specs or overclocking. A good example is trying to find a GTX 970 from anyone for under $300 refurbished. A base reference card and a heavily OC'ed card with upgraded parts sell for the same. I've often wondered if Nvidia has power over the vendors even for the 3rd party cards. Just ranting I guess.

Supply and demand. Cards are not widely available in Canada like they are in the USA. Therefore vendors are going to charge more for them because they know they will still sell them.
