Question Is there something wrong with my Rtx 3070ti?

I'm having some performance/stuttering issues with a brand new MSI 3070ti. My games felt smoother on my old 2070. The games are showing around 20-30fps increase than my previous card but feels more sluggish and spiking up and down a lot.
I'm on a new windows 11 install and all the latest drivers playing at 1440p@165hz (g-sync).

The rest of my pc specs:
i5-9600k 4.9ghz 1.39v
Asus z-390E motherboard
32gb ddr4 3200mhz
1tb nvme
650w psu

All my temps are pretty good too, 60-70 cpu full load and 55 on the gpu.

Is it maybe my CPU bottlenecking?

Unfortunately, no change. I tried a few games, Overwatch, AC Valhalla, The Division 2, Shadow of Tomb Raider, Cyberpunk, World of Warcraft.
It's just so jittery when turning the camera or any sort of fast movement or action.
 
Big swings in fps will often feel worse than a more consistent lower fps. If your cpu is causing fps drops and then the fps bounce back higher it could feel bad. As a test drop the resolution, if your fps stays about the same you are cpu limited which would not be that surprising.
