Question Is there something wrong with my system?

Hello guys, newbie here. Not long ago i decided to build a ryzen setup. At first i started with the following
CPU: Ryzen 5 1400
MOBO: Asrock AB350m Pro4
GPU: Zotac GTX 1060 6gb AMP!
RAM: Corsair LPX 16gb 2x8 2400 CL16
Cooler: Stock amd cooler
PSU: Tacens Mars 850w 85%

And i watched many videos about benchmarks with the same system. I don't know if i'm allowed to post youtube usernames so i won't mention anyone. I watched someone with exactly the same setup as me, probably the ram was a different brand with different speed. And he could easily game everything on ultra 60+ fps without overclocking anything, while i couldn't even achieve the same performance.

I tried everything, overclocking the cpu, the gpu, using razer game booster, tweaking Nvidia CP, etc But nothing. Now i have a brand new rig, and it happens pretty much the same, i even overclocked the RAM 2 frequencies above 2400. My new rig is the following:
CPU: Ryzen 5 2600
MOBO: Asrock AB350m Pro4
GPU: MSI GTX 1660 TI 6gb GDDR6 Gaming X
RAM: Corsair LPX 16gb 2x8 2400 CL16
Cooler: Some nox cooler, i think the Nox H-241
PSU: Nox urano 650w 80+ bronze

I am still having the same issues, i did the same as when i had the ryzen 5 1400. I don't know how much the RAM speed matters in gaming, but i will upgrade the RAM when i have the money, as a last option.

I see people playing the witcher 3 with everything on ultra + hairworks on with 80+ FPS and i struggle to get 60 FPS with everything on ultra (no hairworks).

Any suggestions are welcome. Thank you in advance.

Edit 1: I updated the bios, installed all amd software from the APP Shop, etc.

don't believe everything you see on youtube.

what the cpu/gpu temp and usage during the game? what resolution?

Gpu temps 70-75ºC and i play at the resolution of 1920x1080. The CPU Usage was something random. Some cores were 82%, others 2% i don't really know. And the GPU usage just changes, but it oscillates between 70-98%
