Is There Such a Home Computer Configuration?

Hi, it's time to replace our home laptop. It's getting too slow for the apps we use and the video streaming we sometimes do. We've always used laptops, but I'm wondering if I can use a different system. Laptops get so hot, and are not good at heat dissipation. I was wondering if I could use a desktop instead, that would be connected to a tablet via wifi or bluetooth. Basically, it would be a "base station." The tablet could then be used around the house just like we currently use the laptop. Desktops always seem to have faster processors and more storage than laptops. Heat dissipation wouldn't be a problem for a desktop, but I'm unsure about heat in a tablet. This desktop is only 95 bucks:

Anyone know if this configuration is possible?
 
Will need a monitor with it and im gona guess your budget is limited. Will get okay performance but dont except to much since desktop quality up to about a 1500$ scales significantly
 
Is the tablet-to-desktop configuration workable? As in basically using the tablet as a portable monitor? The $95 desktop seems cheap for the processor speed and RAM (not to mention DVD), and I assume I could pay more and get an even faster processor. Do tablets use fans too, like laptops?
