Is there such thing a Gaming Network Card?

Is it real or its just the same as any network card?

league of legends north amerca has 200 ms. Overwatch has 100ms while dota 2 has 20ms. I want all of those ms low like 10-50ms.

Yes they are real, and they are a waste of money.
The standard on-board NIC is sufficient, your latency is an issue beyond your NIC.
