Is Thermal Paste Necessary to use when installing a new CPU on a new MoBo?

Because I will be getting a new MoBo and CPU and I want to install it correctly.

Yes. Thermal paste is needed as your heatsink will be removed and a new CPU will be put under it - clean off the old thermal paste and apply some new paste - about the size of a grain of rice in the center is all you need, then put the heatsink on and you are done.

The CPU you are buying comes with a stock cooler that will have thermal paste pre-applied so you don't need to if you are using that cooler. Otherwise, you will, i.e. if you are using an aftermarket cooler than you will most likely need to apply thermal paste.

Yeah - you won't need to buy thermal paste as the stock CPU cooler already has some applied to it. You may want to consider buying some better paste though as the supplied one isn't normally great (if you want a few less degrees C then buy thermal paste but if 4C cooler operations isn't too much of a deal for you then go for the stock paste too). If you will be overclocking then buy an aftermarket CPU cooler but otherwise you can add that later if your rig is running too hot :).
