Is this 1K build good?

So I made this pretty fast for my friend and it may contain some uncompatibility - please fix me on anything.

The price should be around 1K Euro

I would change two things:
1) I would drop the aftermarket cooler (hyper 212), it's pointless when you won't overclock the stock is more than enough
2) With the money from the Cooler I would go for 4590 in the place of 4460 (provides roughly 15-20% more performance)
3) I would replace the SSD with Samsung Evo 850
4) If you really have 1k euro (now you've spent even with my changes around 880 euro), you should definitely drop the r9 380 and get a gtx 970, way more powerful

Yeah, as I said aftermarket cooler is useless when you are not overclocking (stock can hold even some overclocks), and the 4590 which you will get for those extra bucks will give you way more. Update it and post it again

No, not really. Stock coolers are perfect for non-overclockable CPUs, in some cases even more silent, don't worry.
