im thinking about buying these parts for my new silent gaming build. More information below. What do you think?

Intel Core i9-9900, LGA1151, 3.1GHz, 16MB, Tray

CPU fan:
Scythe Mugen 5


CASE:
Fractal Define R5

GPU:
RTX 2080 ti (which model do you recommend?)

MOTHERBOARD:
Asus ROG STRIX Z390-F GAMING, ATX ? Honestly, I have no idea. What do you recommend? Just dont want to pay extra for fancy lights etc...

RAM:
Kingston 16GB (2 x 8GB) HyperX Fury, DDR4 3200MHz, CL18, 1.2V

I already have, ssd, keyboard, mouse, windows 10, headphones

Approximate Purchase Date: e.g.: september 2019

Budget Range: 2000 (without monitor)

System Usage from Most to Least Important: Single player (!) 4k 60 fps gaming with 4k tv, watching uhd-movies and uhd-remux, watching youtube and netflix.

Are you buying a monitor: Yes, samsung 4k tv with hdmi 2.1 port (for futureproof). But this is not in the budget!

Parts to buy: cpu+fan, gpu (it needs to be rtx 2080ti), mobo, silent ATX-case, ram, psu. fans.

Do you need to buy OS: No

Preferred Website(s) for Parts: finnish websites like jimms.fi

Location: Finland, Helsinki.

Parts Preferences: no

Overclocking: No, but I think that mobo that has overclocking ability for cpu doesnt cost extra?

SLI or Crossfire: No

Your Monitor Resolution: 4k

Additional Comments: Ultimately silent gaming pc
