Question Is this 75 USD Asrock MOBO any good?

If that is your budget then yes it is a good low-tier board for beginner / budget builds. It does support a 9100f and 9700k. Please refer to the compatible list below.

And you can not overclock with it. The 2666mhz memory will hold your high end cpu back a bit too. Remember you get what you pay for.

The for the reply. Yep I have bought a 16GB RAM stick to pair with it. 9100f itself is low tier so I guess it'd work fine with it but I wonder if it'd be able to keep up with 9600k-9700k's maximum base speed(not over clocked). I have seen 9900k absolutely bottlenecked by cheap board because of low VRM I think on YouTube(

Also although I have a low tier CPU I plan to put RTX 2060 super 8GB on it, which is sorta a high end card, my concern out of lack of knowledge and vain results from Internet searches is if a weak motherboard besides bottlenecking a high end CPU, could bottleneck a highend GPU as well?

Yeah never mix high-end with low end, you don't want any bottle-necking or degradation to the high-end part. There is also the chance of faster degradation especially when the motherboard is the low-end device since the VRM's would be cheap and not provide adequate power phases to higher end CPU ultimately destroying it with improper voltage level control.

As for the video card, you won't be bottle-necked as bad since the card heavily relies on PCIe gen and bus speed (x16, x8, x4) and of course the CPU. So if you're 2060 super is on a gen 3 PCIe x16 and the CPU isn't some 10 year old chip, you'll be fine.

The for the reply! I plan to pair with the board with a 60 USD 16 GB 2666mhz Ram stick(https://www.amazon.com/gp/aw/d/B079NPPBBF/ref=ox_sc_act_image_15?smid=A26PVB3960EU85&psc=1). And no I am not a ESPORTS guy and OK with Standard-High settings in games instead of Maximum settings(60+ FPS would be fine to be while at these settings) so I dont plan to overclock the chip. But I'm afraid albeit says it supports 9th gen I core chips and I dont plan to over clock the CPU, I'm not sure if it can make sure at least my chips will function at maximum capacity even without over clock, especially if I upgrade the chip to 9600k~9700k range chip in the future.

About the RAM bottlenecking the chip I saw a Linus Tech Tips vid that says RAM speed is overrated? And the performance RAM speed doesnt matter much as long as you have 2666 MHz to 3200mhz and even the best CPUS out there dont support any speed that goes beyond I think 3400mhz and any beyond that is just a gimmick to cash in for the sellers.

You're kind of right and kind of misheard a few things.

For now the highest end boards can support even 4200MHz speeds, with some enthusiast boards going to 5000. However Linus meant that 3200MHz on the new AMD boards are the best price-to-performance. Since any higher than 3200 or 3600 you won't really notice a difference and possibly lose performance since some boards can't keep up. So really it's all about the boards support. In reality 3200 is the sweet spot for most people as it does give better performance than 2666MHz. You just have to make sure your CPU and motherboard support it.
